Hillsborough County Tax Collector’s Office Releases Fiscal Year 2025 Annual Report, Highlighting Record-Breaking Service and Sterling Excellence

Office served over 1 million customers for second consecutive year, collected $3.7 billion in property taxes, and returned $25.6M of unspent Tax Collector funds to taxing authorities

TAMPA, Fla., February 25, 2026 – The Hillsborough County Tax Collector’s Office has released its Fiscal Year 2025 Annual Report and State of the Organization video, showcasing a year of unprecedented achievements in customer service, organizational excellence, and community impact.

For the second consecutive year, the office served more than one million customers across its eight branch locations. This milestone comes as the office continues to expand access to services while maintaining exceptional satisfaction ratings: 92.4% of customers rated their experience as excellent or very good, with 86.4% specifically rating service as excellent.

“This year marks several historic milestones for our office,” said Tax Collector Nancy Millan. “We have demonstrated that government service can be both innovative and accessible. Most importantly, we’ve shown that efficiency and empathy aren’t competing priorities – they’re partners in delivering the service our community deserves.”

By the Numbers: Fiscal Year 2025

  • $3.7 billion in total collections, supporting schools, emergency services, roads, libraries, and vital community programs as well as state services such as driver license, vehicle title and registration services
  • $25.6 million of unspent Tax Collector funds were returned to Hillsborough County taxing authorities
  • 2.5 million+ service transactions processed
  • 19% increase in Publix kiosk registration renewal transactions, demonstrating growing adoption of convenient service options
  • 66.57% expenditure to revenue ratio, reflecting exceptional fiscal stewardship

The office’s goal of “Helping Create a Thriving Community” extended well beyond traditional services in FY 2025. Through initiatives including the Kids Tag Art Program (which has raised over $100,000 for Hillsborough County Schools), partnerships with Metropolitan Ministries, Feeding Tampa Bay volunteer days, and Paint Your Heart Out Tampa, donating nearly 44,000 items and countless hours to local causes.
