Celebrating Community and Opportunity: Grand Opening of Casa Bel Mar

We are welcoming the weekend on a high note, celebrating the grand opening of Casa Bel Mar. This 100-unit all-affordable housing development at 4003 South Manhattan Avenue represents the power of community partnership.

The ribbon-cutting ceremony brought the community together. Mayor Jane Castor and Congresswoman Kathy Castor were among the leaders delivering remarks on the importance of expanding access to affordable housing and the transformative impact of developments like Casa Bel Mar.

“Casa Bel Mar is proof that when we come together with a shared purpose, we can make a lasting difference. This development represents more than just housing—it is a foundation for opportunity, stability, and growth for families in our community,” Jerome D. Ryans, President & CEO of the Tampa Housing Authority, said on a statement.

Casa Bel Mar provides homes for families earning between 30 and 80 percent of the area median income. Designed with both comfort and sustainability in mind, the residences feature high-quality finishes, including granite countertops, energy-efficient appliances, and sustainable flooring. Beyond housing, residents will have access to a tech lab, fitness center, and community space to support a thriving environment.

The complex developers are Archway Partners and Signature Property Services. Funding came from the Tampa Housing Authority, City of Tampa, and Hillsborough County. Bel Mar Presbyterian Church played a key role by agreeing to sell the land for affordable housing development.
