Under the leadership of recently elected Clerk Victor Crist, the Clerk’s Office is responsible for managing public funds, court records, and other vital services that make Hillsborough County and our court system a model of excellence and innovation.
The office is deeply committed to empowering more than 700 employees, strengthening the organization, and continuing to serve as a trusted partner to our community.
Guided by Clerk Victor Crist, his leadership team conducted a systematic and in-depth review of the organization’s health, performance, and direction. An essential part of this multi-layered process involved meeting, one-on-one, with hundreds of team members across court operations and court support services. The review involved listening carefully to employees who shared their perspectives on the office’s strengths and the opportunities for growth and improvement.
To ensure the Clerk’s Office is a good steward of taxpayer dollars, it completed a detailed, line-by-line review of every dollar in its budget. This allowed the office to reduce expenditure on non-essential items and focus instead solely on its true mission and Constitutional duties. The office achieved a 14% reduction in its overall operating budget, with half of the savings returned to Hillsborough County for the benefit of taxpayers. The balance was reinvested into the organization to improve retention, performance, and efficiency.
Clerk Victor Crist’s team also launched a new training department and curriculum, Clerk W.I.S.E. (We Inspire Service Excellence), which provides professional training to all Hillsborough County Clerk employees. Clerk W.I.S.E. is designed to foster competence, confidence, and a profound understanding of public service. It is grounded in the principles of integrity, accuracy, accountability, and transparency.
The Clerk’s Office Training Department is establishing a strong foundation by focusing on developing leadership, onboarding new team members, and expanding professional knowledge. New employees are training in a dedicated learning environment to ensure they are well-prepared and positioned to become subject matter experts.
This new team of 8 tenured professionals collectively offers more than 150 years of experience across a wide variety of civil and criminal court specialties, as well as significant leadership experience. Senior Director of Training, Eric Coleman, is a graduate of Annapolis and a retired United States Navy Commander who also prepared and trained University of South Florida students for their future military careers.
